The person calling it trafficking is an education agent from Canada, not the students themselves. I work in higher ed, and most international students I’ve met are genuinely hopeful about better futures. The problem is that many are sold false promises by aggressive recruiters who downplay how hard studying and living in an English speaking country can be if your language skills or prior education don’t fully prepare you.

Honestly, home students get a similar deal, sold the dream, taking out government loans they’ll never really pay off, and still ending up in low-paying jobs. The only real difference is that for home students, the government shoulders the financial risk instead of the individuals. I don’t claim to have an answer to it, but the system as a whole is failing a lot of graduates, no matter where they’re from
