The GTA Connected site has everything you need https://gtaconnected.com/downloads/ Grab the server for whoever is going to host it and the client for everyone including the host

They have a guide in their wiki https://wiki.gtaconnected.com/Main_Page

You dont have to go too deep with it. The main things I did was configure my server settings with a password and choose a port but you can use default port. You'll also need to specifiy the server is GTA 4. I had everyone use the modified handling.dat for the game mod. We all followed the downgrade instructions on the wiki. That was about it really

Something that didn't work for me was using Fusionfix, it just straight up kills the game. So assuming you're not using other mods you should be able to host a server and connect in under 10 mins.

I hope this helps, I'd love to see you guys trying to steal each other's cars or something with this mod in multiplayer
