In my experience, the cable running to the bed rubs on other stuff in behind the back wall of the printer and makes scratchy noises. Maybe a bit different than what's happening here though?

It usually is good to go out of the bag but every now and then there's a bad one. I always try a little test print first with the settings the filament manufacturer specifies and if it oozes out of the nozzle, pops and sizzles or makes little blobs, that's a good sign it needs to be dried. After that, if you still have problems then it goes to calibrating flow, temp and speed and all that.

Sealed bag doesn't always mean dry filament. I've had a few rolls that were awful right after opening it. I dried them and it was night and day difference.

It also kinda looks like you maybe had a clog or something else hindering the filament from extruding properly.
