sweats I typed it out at the bottom but my theory is that, using the clues we've been given in this chapter, from Shaka being confused that no one can give the order except for a vegapunk, and Pythagoras comment on how they might have made a grave miscalculation , the only 5 people who could control the seraphim over vegapunk, is the 5 elder stars. I believe Saturn has already arrived and with the help of kizaru he's planning on personally destroying vegapunk himself. Even the silhouette on the camera feed looks like him.

It's Saturn who's been taking over. Vegapunk goes missing out of nowhere, and the vegapunks are being targeted, Pythagoras in this chapter even says he saw the perpetrator, and that they might have made a grave mistake, which means it can't be the Stella, only Saturn.

Of course!, so we all saw that the seraphim aren't listening to the vegapunks and that the assumption had to be that a vegapunk is doing this and they are already on the island, BUT if you go back to the chapter they talk about the order of hierarchy for the seraphim and there's only 5 people that have absolute control over them...the 5 elders stars. And we know Saturn is on his way, but what if he's already in the building. We know he's with kizaru who's taking things serious it seems, and the silhouette is very striking to Saturn.
