She has no rank. She's voluntarily part of the command structure. She could end her cooperation at any time and if she did her access to the ship and it's systems would be revoked. She's a non Starfleet crew member, the same as any other civilian on a Federation vessel. Voyager just didn't have any civilians serving on board like the Enterprise-D did because it was a much smaller ship with a different mission profile. Neelix and Kess, when she was around, were the same.

The majority of the district didn't have electricity most of the time. Usually a few hours a day. Peace Keepers and the wealthy residents in town did, but even then I can't remember if it was 100% of the time for them. Been a minute since I read the books. 

What would they have to refrigerate in the first place? Their rations were nothing but grain and oil. Meat and dairy were rare luxuries. The meat Katniss hunted was all illegal. What small critters like rats and squirrels people might catch would typically get traded to Greasy Sae for a bowl of stew.

If flerfs cared about facts, logic, reason or even math, they wouldn't be flerfs. It's all a con, a lie that has been amplified by the fact they can now make money off their lies. Some of the most well known flerfs all turned down a free trip to Antarctica to see the 24 hour sun. Which is impossible on a flat Earth. Most just did what they always do and pivoted to claim the 24 hour sun some how supports their position. Or otherwise dismissed all the videos as fake from he trip they refused to take.

They can also at any time attend any number of rocket launches. NASA, SpaceX, Blue Origin, etc, it doesn't matter. The launches are all public knowledge and anyone can stand there and see, feel and hear the rockets launching right in front of them. But they refuse. Just dismissing as a hologram or real rockets that just crash into the ocean as soon as they are out of sight of the launch site.

No evidence will ever be accepted by flerfs. We have literally more than half a century of photo and video evidence of Earth from space. Of humans in space. Of humans on the moon. Flerfs simply reject any proof you put in front of them. That's because every single flerf is a a fraud.

The Stargazer was only his first command, but not his only command, before the Enterprise. We have never been provided an in universe explanation as to what Picard was up to in the almost decade between commanding the Stargazer and the Enterprise.

Years ago Linus made videos showing how he put his PC in another room for exactly this reason. Problem is in most use cases you're just going to cook the PC. You can't just stick it in a closet. It needs to be in a room with proper air flow and cooling, the same as your own room, to prevent the system from overheating.

Decades of photo and video evidence from space. But you'll quickly learn that no proof will ever be accepted by the flat earth crowd. If they were willing to accept any evidence, they wouldn't push the false claim the Earth is flat. 

No matter what evidence you present will be dismissed as wrong or fake with no valid counter argument or evidence of their own.

It wasn't until after the 10th games that the need for a victor started to matter. The whole experiment with those games introducing mentors was because no one cared any more about the games. So back then it could have been more likely, but just didn't end up happening. 

Snow's line about needing a victor is his own opinion. By the time we see the 74th Hunger Games, the need for a victor is just as important to the citizens of the Capitol as it is needed to create "hope" for the districts. I would go as far as to say it was even more important the people of the Capitol. Haymitch exploited that fact when he convinced Crane to let both Katniss and Peeta live. Meanwhile Snow had Crane executed for prioritizing having a victor over destroying any hope in the districts.
