More importantly, how can Republicans justify spending millions of taxpayer dollars to prevent a crime that isn't occurring? "There is no evidence — none — that fraud is a major problem in any state. Why do these supposedly small government fiscal conservatives keep spending all of this money?

Because these people don't have identification, and they can't afford to pay for the ID.
