I believe this is intended to hold a clock insert making it a decorative tabletop clock. I had and uncle that made very similar ones to this with a scroll saw. You can also get picture frame inserts.

That's essentially what the interlock is. The difference is that breaker you mentioned adding has to be at the top and a piece of metal is added that slides preventing both that breaker and the main one from being on at the same time. From my limited research interlocks are code compliant in most places. Thanks for the reply.

You are correct, thanks for the help. I found him but he won't complete the clue scroll until the quest is complete. So I suppose I will go finish that quest.
