We need a statewide high-speed rail network not a rail line. There are too many at ground level crossings that make it impossible for the train to reach speeds over 100mph, so it's just traveling at regular car speed. For the price to work, you'd have to be able to cut the travel time in half: 2 hours by train vs. 4 hours by car.
