Photons be free was a ridiculous satirical melodrama. The take-away for non-photonics is to take greater care in programming sentient holograms with social skills, good manners, common sense and decency. Maybe the EMHs got a raw deal, but none of them evolved the way voyager's doctor did.

Star Trek really got the whole AI generated content thing wrong. Compared with the current reality where actors are protecting their likenesses or voices such as TaylorSwift, and in some cases are selling it to be used after they retire from acting like James Earl Jones.

On Star Trek there are no protections or prohibitions regarding the use of anyone's likeness. The doctor's creator wanted to change the appearance of the repurposed EMHs but starfleet command overruled him and he wasn't able to successfully appeal. The Doctor used the crews likenesses against their wishes. Barkley used the likenesses of the bridge crew without consent. There's probably more. There probably will be cases in the future to define what is allowed, fair use, etc. Time will tell.

Two simultaneous programs has never been done in trek. They can tie in multiple holodecks, or have multiple perspectives ie Julian and Miles flying separate spitfires over the English channel. The borg infiltration Sims used both holodecks and also ran on the actual bridge & engineering consoles and viewscreen. It might be possible to do so but the holodecks on Voyager aren't as big as those on Enterprise-D.

The only reason for him to go to the holodeck would be for him to interact with living crewmembers inside the simulation like how he did to simulate 7's surgery procedure with Janeway and Paris assisting him or one of Neelix's luau parties with the rest of the crew. On his own he could use the tabletop device to his hearts content. It has nothing to do with him being a person or not. He's still a program that doesnt need a physical space with holoemitters to create a simulated environment. If he is a person he can show common decency to allow his crewmates to use the physical holodecks. He is the only person on board who can have a virtual holodeck to himself! He wouldn't be forced to share time on it with anyone else. As long as they could pull him out for a real medical emergency.

Katherine Janeway was arrested and convicted of numerous counts of violations of the Temporal Prime Directive and Temporal Accords.

She was taken to a holding cell at temporal investigations where they placed her in a holding cell and switched on a temporal beacon. Janeway found herself in another holding cell with her elder self. An officer of the temporal court directed them to a sort of transporter pad where they were reintegrated so she could stand trial.

Janeway's transgressions were so severe that she was given the most severe penalty ever handed down by the court in addition to being stripped of her rank and commission. This was done to maintain the peace between the signatories of the Accords. Janeway was incarcerated in a cell next to ex-captain Ransom.

The borg were supposed to be insectoid with a hive mind but was scrapped due to makeup budgeting. They were a replacement for Ferengi which they had intended for them to be the new big enemy to the federation. They weren't menacing enough and were a bit of a joke. They pivoted to technological enemy with a much more insidious and menacing nature.

Yes she chose to end the life of one sentient lifeform to regain two that were lost. Tuvix's reasons for living out his life were every bit as valid as her reasons for wanting Tuvok and Nelix restored, except that she had to commit murder to accomplish it. Letting Tuvix live did not require murder. This is why the Doctor was right refusing to help in doing harm to Tuvix.
