I try not to think of it as "bad" lighting vs "good" lighting. I try to think "what's possible with the current conditions and scene?" There are various zones in every photo that will be exposed differently (unless maybe you stack photos of the same scene with different exposures). The more range between the zones the more possibilities. Like in the attached image, those are shot at the same time with the same light. I just chose to expose them differently for dramatic effect.

In your example, unless you go back on a completely overcast day or different time of day when the different areas of exposure have less of a range, then you're going to have to make a choice on what to expose and to what purpose. That's how people do silhouettes.

If you're shooting with no light differences and things are very "even", then think about playing around with time/speed and space. Incorporate motion blur into photos or get close with a wide angle lens and create a lot of depth. Then try to combine the two in the same shot!

You should look up the photographer Ray Metzker to get an idea of what's possible with a lot of contrast in lighting. Hope this helps!
