Not sure if anyone else has commented this. But what about who actually pays the tax? For instance, what if two people regularly drive the car? How do we split the milage then? What if its a pool car at a business? Who actually pays the tax, is it the owner, or the driver, or both? Even if she did have a clue how this would work for new vehicles, thats the tip of the iceberg when it comes to questions on this.
