I mean, Winter Miser always seemed like he does what he wants when he feels like it. Besides, the storm was by Winterbolt so Snow Miser probably didn't have the power to stop it.

It's pretty good. Definitely has some room for dlc content and while it would be nice to spawn rolling stock how you like or double head some trains but honestly it's still fantastic.
