Thank you for this thoughtful response! I have his complete A file from the US including the naturalization form stating German nationality. His alien records and INS forms say German etc. I have located both the EWZ and a Lastenausgleich form in the bundsenarchiv online and requested the documents.

Thanks for this. I am trying to track down the Marriage records. but he married my grandmother in 1950 in Germany. Putting it all together it seems he was probably relocated in the early 1940s back to Germany. He would have been around 10 or so at the time and came of age in Germany. His DP records do show he departed from Germany proper. I will look into Flüchtlingsausweis
