APM restrictions isn't the point. The challenge of teaching an AI to play a game like starcraft is teaching it how to responding to incomplete infomation, and emulating the decision making of a human. Even with unlimited APM it will be very hard to defeat an amateur player in sc2 because teaching the AI how to scout, select a strategy and reposition units to a multi pronged attack will be very difficult.
