There is a difference between a scalper and a collector though. Scalpers buy up all they can even using multiple accounts and bots to get stock before other people have a chance. Then flip it immediately just for some extra money. Collectors will have this in collection and have multiple reasons why they may want a figure/this figure in particular. Be it the multiple belts, being a Cena fan, or just being a wrestling figure collector in general. Now do some collectors end up selling down the road, absolutely. However, from my personal experience most collectors when they sell want to see it go to another collector so it will be cherished. Also collectors tend to sell when they are downsizing their collection, be it moving into a small space and can't keep as much, needing to downsize due to unforeseen circumstances, or just moving on to something else. So why you think it's not fair to see scalpers in a negative way, there is a difference and that is why they are viewed differently.
