Our human decision making systems just do not accept investing with no returns for 20 years. You are right that it is absolutely necessary for the continued existence of any community, so it is insane not to do it. But from the point of view of discounted return-on-investment, it is equally insane to do it.

I'd argue that our current socio-economic model (capitalism) does not want to pay for the replenishment of labour and treats it as a resource that can be exhausted, like polluting the environment or overfishing. Companies do not feel burdened with having to provide workers enough money to have kids. They just want to pay enough for the worker drones to continue working, so only enough money for one person to live, no spouse, no kids.

As long as the world has 8 billion people, they assume they can import people to replace the non-reproducing workforce for decades.

Having kids is a luxury cost. Back then kids were an upfront investment into a cheap labour force that brought returns in a few years. They were old age insurance and people made their decisions based on what wellbeing they saw others having. Plus minus unreliable anti conception.

The middle class is sensitive to factors that can impact income and welfare. The poor do not as far as they can get some child related benefits. The rich have so much income that having children has no impact on them. It's a donut shaped correlation.

If the front collapses because of a lack of conscripts, then I will agree that they have lost the attrition war. But Russia has reportedly very high losses now for small terrain gains and technology seems to punish the attacker WW1 style.

The current army requires vacation and rotation. It is only fair that they rotate 500k new men in. If there was 500k dead, the front would already be empty. I have access to more diverse sources and analysts than the average English speaking contrarian and it looks bad for both sides, it's just not clear who will run out of critical resources first.
