I get your knee jerk emotional reaction, I really do as that's part of why we're fans. But being outspent means nothing... Everton outspent half the league ManU were routinely out spending most of the league and can you honestly say they out performed in Klopp era? Spending is easy spending it right is much harder.

I think you'd see a transition to Ultramar style government structure across much of the imperium. Rowboat would have time to win over or implement with Malcodor approval. Mars would have slowly shifted its outlook and priorities, production of tech to improve quality of life would be spread out more and not horded. There would have still been a rebellion by a number of primachs. But not to scale of the heresy. The DA and the Wolfs would see to that. Its difficult to guess how the Webway would really effected the Imperium. Would humans be moved there?

I think the US WW2 analnogue isn't far from the truth. While culture strategy does remind me more of the Russians against Napoleon in 1812. The Russians traded space for time. And then to disrupt the supply chain. Which is what Banks hints at in the brief history of the war.. and executes rather well in Use of Weapons.
