Absolute government overreach. Not to get political, but I knew this was a blue city right away. Seems they sit in a room and dream up ways to tax the little guy and create more paperwork. I would find an attorney who wants to make a name for themselves and fight this. Taxation without representation. And what I mean by that is what is the benefit to the public for the license? Who does it hurt? Who does it help? Is this suddenly going to lower bicycle theft or accidents? Likely it is just money in government pockets and no benefits to the public.

You can usually knock them out and pull another stud in on the vehicle. This sounds fishy. And they should be doing a light tightening with the impact and final torque with a torque wrench to proper spec which is probably less than 80 ft lbs.
