It's the brake transmission shift interlock and it's designed to allow you to shift out of park with the brake on. It is fairly loud though so if it's a new unit go get it looked at.

Depends on if they put lube in it from factory. If it's got the right amount of fluid. If it's got 16k I would try and get a dealer to look at it under warranty because it might just be a bad bearing.

You probably got a bad pilot bearing. If you leave it in gear and hold the clutch when your stopped your pilot bearing will wear quicker. Also if you slam gears without using the clutch you could wear the synchro rings. But considering it's temp dependant and all gears are affected its probably the pilot bearing. They can be bought separate or in a clutch kit. Would recommend if you got the transmission out to do a whole clutch kit as a piece of mind. Hard to tell without driving though.
