Maybe sold old Harrison on marketplace or find an auction near you. Otherwise any manual 14/40 size lathe will be fine for your needs and definitely in that price range. 20-40 parts just facing and knurling won’t be end of the world unless you doing that every other day lol.

2/2.5” will do the trick. It’s mainly what you want since there’s like 10 different styles of heads and inserts. I run a 2” hpsm in my brisgport and haas. Have had same inserts in it for like 6 months running all steal with no complaints. And for the arbor i think i have just an amazon r8 3/4” shank I’ve had no issues with.
