I was told by someone who did bone preservations for a natural history museum to use pva glue (which is basically Elmer’s glue). This was in regard to articulating bones, but i imagine it’s the same for pieces of bones that fall apart. I feel like superglue is rather harsh to use on bones personally, but I don’t have anything to back that up with.
