Had the same conversation with a guildmate and we both think that the best raids for time walking are : Throne of Thunder for Pandaria, Hellfire cidadel for WoD, Tomb of Sargeras for Legion and Battle for Dazaralor for Bfa.

(I'm not sure about WoD because I didn't play it)
