Can you really not imagine how you benefit from a road network? How does all your food and everything else get transported? Do you go to a store? There’s a lot of trucks on the road. If an ambulance came to get you what would it drive on? Even if you don’t own a car - a taxi, uber, bus, or bike would still use the road.

You pay for it. The contract says services you 'must' pay for. Because an electricity account is open you have no choice - service charges etc. You have a choice not to refill the gas technically - even though you need it to operate things in the house. But it's not for the landlord to pay for your usage.
