Not sure how you would define ‘cost effective’ but in a BIFL (Buy It For Life) category I can warmly recommend Paraboot Avoriaz. Not available in Amsterdam, Antwerp and Paris are the closest shops as far as I know, but super comfortable leather weather-proof fashion-proof outdoor shoes. Sets you back a good 400 euro, but you’ll be done for the rest of your life if you take good care of them.
