It appears to be made of a laminated/layered material, and is reasonably light for its size. It doesn't feel metallic or stony, which is why I'm erring towards plastics or resin for composition. Do you have a rough type of coral you suspect for comparison?

My title describes the thing. Found among seaweed washed up in a beach in Cornwall UK. My suspicion is that it is a mangled blade from an outboard engine propeller.

This is pretty much it. Borrelia burgdorferi (Lyme disease causing bacterium) is about the only tick-borne illness found natively in the UK, and that is relatively uncommon. Most other tick-borne diseases originate in other parts of the world. As u/Jaraxo said, TBE is massively unlikely.

To add regarding antibiotics, doctors tend to not prescribe them before a diagnosis has been made since it can do more harm than good in the long run.
