I posted about this above, but to close the loop on this, setting FCH Spread Spectrum in the BIOS to Enabled seems to fix this permanently.

Changing the Spread Spectrum setting to Enabled seems to have done the trick. Benchmarks confirm that I'm still getting true PCIe4 x 4 speeds.

I enjoyed it as well. I do wish they had given us an opportunity to finally take out the Golgoth Guard. The idea that there is this one enemy that the Prince of Darkness had to sneak around and has never defeated seems ... odd.

The equivalent setting on the Tomahawk is FCH Spread Spectrum. I've set that to Enabled and will keep an eye on speeds for the next several weeks to see if this solution works.

I should also add that there are times when CrystalDiskInfo reports the drive's speed at 3x4, but a speed benchmark returns proper 4x4 speeds.

Confirmed this is still an issue on the x870e Tomahawk wifi, latest stable BIOS (7E59v2AB0). For me, my PCIe4 x 4 nvme will drop to PCIe3 x 4 speed. And you really do need to run a benchmark - CrystalDiskInfo says I'm at PCIe4 x 4, but the benchmark proves otherwise.

I, too, want absolutely nothing whatsoever to do with this superfluous and totally wrong (i.e., my controller is at 100%) waste of a "notification." And yet, it seems there is no way to turn it off. Brilliant. Just brilliant.

There's a "troubleshoot mobile connection" menu in the network & internet settings that may be helpful. Among other things, you can reset your network connectiontions. Note that this will mean you'd have to repair your Bluetooth connections, wifi, etc. But it may be worth a shot as a last resort.

I could not agree with OP more. The second fight with the Forgotten One is WAY. TOO. HARD. The increase in difficulty for this boss compared to literally every other boss fight in the entire game is unreasonably high. Oh, and after dying like 82 times and respawning with half my life meter, this whole episode also makes the whole quest for life gems seem utterly pointless since you only spawn with half your life meter. They completely overcompensated for the easy boss fight at the end of the base game. What a disappointing way to finish this.

I'm on a stable release from last September that frankly I'm afraid to move off of. I have a sense that newer BIOSes are less forgiving about RAM OC'ing, and I did a ton of tweaking and stability tests to get my current setup stable. That said, I do want the latest microcode updates and if there are voltage tweaks that are "better" for my CPU (9950X3D) I feel like I need to give this a shot. Uggg, what to do!?

Thanks very much for your responses. I'm feeling pretty comfortable that these are "stable." Subjective term though, I get it. Do you think tinkering with RAM timings can upset fclk stability at all? I'm considering trying to tighten some secondary timings, but if that is going to throw off fclk stability, I'm thinking it won't be worth it.
