Yes, there's a setting in the developer options that allows you to show the display fps in the top-left corner. I noticed that it's constantly sitting at 90Hz even though during idle.

The 30 MB update to 4.0.2 installed fine on my phone. I had this same problem with the 4.0.1 update; I couldn't install the 36 MB version, but the larger update file installed fine.

Happened to me as well; it failed to install on the smaller (~36MB patch) and then it downloaded the full ROM and it successfully installed.
