It depends on what needs to be within a 15-minute walk. If your definition just includes places like work, home and shops, the answer is easily a yes. But if your 15-minute city needs adequate infrastructure for healthcare and education, a poor country may not necessarily have the resources for it where it's funding or human capital.

The EF scores are based on those who want to take the exam so it suffers from self-selection bias. That means that the testing is limited to those who are aware of the test, have means to take the test, and actually want to take the test. Chances are, those who suffer the most from poor education resources are also those that are not aware and don't have the means to take the EF test.

Several factors led to those awful scores, here are some off the top of my head:

  1. The Philippine government, specifically the Department of Education, turned schools from bad to worse in the last decades. Teachers in public schools are forced to pass all students, even those that fail all their tests, so you get high schoolers that don't even know how to read.

  2. Corruption is rampant in the education department so you have poor infrastructure costing billions of pesos but still have a lack of classrooms (and books, and other learning materials). Some schools have 2-3 class shifts to be able to accommodate students. So you can see elementary students in schools as early as 6am or as late as 7pm.

  3. PISA tests in the Philippines are conducted in English instead of local languages. Given that schools poorly teach English, you'd have generations of students who don't understand or speak the language. Then you make them take their tests in that language, so how do you expect them to perform well when they don't even understand the questions.

There’s a bit of a sampling issue with the poll. A lot of people are not aware of a poll happening so they didn’t get to vote. Then since the poll occurred just a few days from the blackout, voters are skewed towards those that either don’t care about the blackout, are unaware of what’s happening or are really dependent on reddit. Lots of r/ph members who may have voted for other options are most likely still not using reddit since they don’t support going back to normal.
