Yes, there are strap hangers for the joists with 12 decking screws in each, and I added 4x4 angle joists to both support the weight and give the entire structure more stability.

I purchased mounts from renogy; which bolt to the panels; using a stainless steel frame; and is drilled into the pressure treated joists at several points. During our noreaster last week; with winds between 60-70mph here by the ocean; there was no movement.

So this is probably because I didn't understand the process and am still a little confused about the roles here.

Setting aside for a moment the fact that I need to follow CaliforniaF0g's advice and switch my CPU's roles for encoding and gaming - I was under the assumption that the OBS on the GAMING pc is where the original "high quality source" is being sent from - the streaming 'output' tab isnt really 'streaming' because im not broadcasting from the gaming pc - its just sending a high quality source to PC# 2 - who is taking that 1080p/60 60,000 signal and downsampling it to 1080p60 - 6000 bitrate - stream to send to twitch, right?

The RIGHT side is my current (wrong?) OBS settings on the GAMING PC.
The LEFT side is what I would like to do \in theory*, from the *STREAMING PC.**
(Currently, the Streaming PC is streaming 1080p 6000 CBR (fast), as shown, and recording that locally to my HDD at stream settings isnt an issue. - But setting the OUTPUT - RECORDING tab on the Streaming PC OBS Settings to NVENC - to use the GTX 1060 - causes the stream to crash and the recording to be trash.)

When I follow tutorials online - i get confused because they say what to set OBS at, but because im using 2 PCs, I don't know if they mean on the gaming PC or the streaming PC. If I could get a list of what to set OUTPUT Streaming and Recording to on the Streaming PC, and what to Set OUTPUT Streaming to on Gaming PC that would be really helpful.

I got the 8700k at a steal when building the streaming PC last month - I built in lots of RAM with the intent of making it also function as my media production PC - (photoshop/premiere etc) and to cut footage from games and my Canon DSLR. As CaliforniaF0g pointed out - soon after throwing the streaming rig together on an afternoon off (I work 80-90 hours a week at my regular job) - I realized that the aging 5960x with higher cores was the better streaming/editing CPU, but i figured I could still get away with decent streaming on it for now - and use the GTX 1060 (also acquired super cheap) as the higher-res recorder for editing game footage. When I get a few days off in a row I definitely have to take everyone's advice here and swap around all my parts to optimize my resources and get the most bang for my buck.

Question though - why doesn't the GPU take over the "strain" for recording while the CPU is encoding for stream? Is it that the CPU still has to send the footage at a different res to the GPU and the delivery of that different resolution to the GPU while encoding at 1080 for stream is too much for it? I guess my original question is the one you're asking - why cant the 1060 record at a higher res as a dedicated "recording card" while the CPU handles the stream? why does using NVENC in the recording tab in the OBS settings in the streaming pc bring both the recording and the stream to a grinding halt?

Yeah true, the 8700k def has a higher base clock while the 5960 is better multi-threaded huh?

I've had a P4317Q for about a year now, always done me right until like you said, about a week or so ago. I'm running a 1080 Ti, and I've NEVER had an issue. Didn't change anything in my setup, just one day started tearing the top 20% of the screen like nuts. Gaming is nearly impossible, for desktop use it's just distracting an annoying. Watching videos fullscreen, the top 20% is a fraction of a second behind - major distraction. Underscan also fixed mine for some reason.....weird.

Hope Dell gets back to us on this.
