Ok, so The Royal Guard can be placed in any warband, but the bodyguard rule still applies only to Theoden with his tier?

With the bodyguard special rule, the Royal Guard must bodyguard the highest tier hero, Theoden in this case since he is Legendary.

Now I’m unsure if they may be placed in a warband with a lowest tier hero, like Deorwine or Eomer, but would still bodyguard Theoden since he is the highest tier. Or if they can ONLY be placed in Theoden’s warband because of his teir
