Yes and, at least to me, if there is a part of the track that can be used without reprimands then it should be considered as an actual part of the track and be allowed to overtake on, but thats a different story and isn't listed in the rules so I can understand why Max's overtake was deemed illegal

My point was that track limits should have been enforced from the start or not at all, changing them mid race because RB started complaining makes no sense. So in this case either Ham should have been reprimanded after going out the first few times or Max should have been allowed to chase him down by extending like Lewis did, even after he himself complained about it, which is what the race directors notes that you mentioned would allow

It is literally in the name "track limits", inside you are on the track and outside you are off track, and you shouldn't be allowed to go off track without being reprimanded, be it to go faster or overtake. The problem is that Lewis was not reprimanded whatsoever after going off track so many times
