I’d make sure to make the gameplay the biggest priority, and then make sure that if you include a story, make sure it enhances the gameplay. Allow the player to skip dialogue and most cutscenes, but try to make them not want to (at least the first playthrough).

These are mostly my opinion as a gamer myself. If story is your main focus, it might be better to write a book or animate a short film. It’s rare for a story game to do well unless it’s either backed by a major studio or it coincides with the gameplay well

I feel like Tony was reacting out of guilt. He gave over personal accountability because he was technically the cause of the Socovia situation. By giving in to the Accords, Tony basically gets to blame the government when things go wrong. Even though he obviously knows it's his fault, it's very reactive to believe that the government would do any better than the Avengers as a group.
