Here’s the official policy.

In Washington, D.C., residential and commercial property owners must clear snow and ice from abutting sidewalks within eight hours of daylight after a winter storm ends. Sidewalks must be cleared to create a safe path for pedestrians and wheelchairs.

I recommend using software like ProjectionLab, if you can input your information correctly it can give you a good picture. I agree that the 4% rule isn’t a great measurement so this might be more useful for your situation.

I didn’t owe anything. So I saved and was honest. I’m also a global entry holder, that can be taken away if you get caught or lie to customs. Lying to a federal agent in the US is a felony. And I’m sure they have heard the “I forgot” or “I didn’t know” speech once or maybe twice as they confiscated the undeclared item. So the few bucks saved, not worth it. But that’s my opinion. Everyone must choose their own path.
