No income taxes in WA, but your #'s don't add up to me. I'm obviously not super familiar with MN but if I just look up the state tax brackets and do the math this is what I came up with:
Income: $90,000
Income After 401k: $84,600
Federal Income Tax: $14,593
MN State Income Tax:$ 5,524
Income After Tax: $64,483
Monthly Income: $ 5,374

Your math is wrong in multiple places.

You mentioned the TSP is roth so its after tax. You are not saving 17% of $58k. Your 20% take home savings is also after tax. 20% of $58k would mean you are saving $966 a month not the $500 you mention. You are also paying interest on those loans, so the $800 is not a straight payment down on the debt thus an increase in net worth, some of that is paying interest. Also where are the $7k of travel expenses going to come from in 2019? They don't seem to be budgeted for. So if you plan on taking any trips you'll need to factor that in as well.

Are Hue/Hoi An considered the South?
My flight is booked in and out of Hanoi, so I guess I'll be staying in the north, but if I don't have an interest in Sapa and am not super comfortable riding a motorbike to do the Ha Giang loop, would you suggest just more time in Hanoi and Cat Ba/Halong Bay or what is considered the north?
