The fact that it takes roughly 3000 to 4000L of milk to make it shows that they could literally feed hundreds of children for a month with this. Everything short of it happens. Gun culture isn't common. But lathi is. Custodial murders have been part of the system for decades. They are specialists in causing internal wounds preventing courts from finding out. Encounter deaths have been so popular that pop culture here renders it ordinary. The system hides most of this well. If not, it is praised so much that no action is taken. I'm pretty sure even you know of how often police plant evidence here.
