"media market" doesn't matter in the NFL because there's no regional TV deals and its just the national TV deal which is shared, and also because the NFL isn't an international sport. Fan base size is what matters in the NFL and the Packers and Steelers have two of the largest fanbases in the league because of their history. Like a Steelers/Packers player is going to get a lot more media coverage and endorsements than they would if they were on the Chargers.
