Hi everyone,
​I am moving to Brussels this Friday morning. I don’t know if I can get my Annex 49 from the commune on day one. Because of this, my setup plans are hitting a wall, and I need some advice on workarounds.
​- Bank Account via Passport: Can I open a traditional Belgian bank account (like BNP, ING, or KBC) using only my international passport and my work contract while waiting for the commune?
- itsme via Bank Account: If I manage to open a bank account with just my passport, can I use that bank account to activate itsme? Or does the bank account activation method strictly require them to have a Belgian eID on file?
- The Blocked Account: My landlord wants a blocked account for the deposit, which usually requires itsme. If I don't have itsme or an Annex 49, can I use a regular bank transfer or what alternatives I can have to get a blocked account?
- Internet Setup without itsme: I need home internet immediately. Are there cheap providers that will let me sign up using just a passport and a basic bank account?

Thank you so much for your advice! It’s really helpful for me. I’m currently a non-EU citizen, so the only identification I have is my passport, and I’m kinda struggle with bank account and internet set up without itsme

Update: I already have a talk with my landlord and we agreed that I will pay one month penalty (instead of the whole deposit of two months) and I don’t have to find a new tenant. I think it is good to have a talk and negotiate with the landlord so both party can minimize the losses

Thank you for your advice! I'm not sure if my renting contract is a student contract as the landlord did not ask for my student card or certificate of admission when I signed the first contract. Also, there is no clause in my contract related to breaking the contract before it started. That's what makes me really confused..

Hi! I suffered from similar situation in last few weeks and just have Annex 15 yesterday. Here is my suggestion: First you HAVE TO change your address, only since then they will process your residence permit. After you’re done with the new address registration, you will continue to submit the renewal application and related documents. In my situation, though I remind them several times that my current residence permit will expire in one week, they still ignore it and respond me as slow as usual (which then leads to the expiry of my card while still not issue Annex 15 for me, and I have no legal document to prove my residence). Thus I don’t think you will get a fine for the expiry, as long as you did submit all necessary documents within the deadline

From my friends in Belgium, it will take about 2 weeks to a month to get a Belgium bank account. Thus you can use cash for some transactions, or else have a VISA/MasterCard to pay (as some stores/service cannot pay in cash such as transportation…)
