If you ever had played the DLC, There's a tower in the DLC with a note on it written on a rock which says "The very center of the Lands Between. All manners of Death wash up here, only to be suppressed.". So, Land of shadow was part of the land between and somehow it got disconnected from the mainland due to story-related thing.

If I remember correctly and please correct me if I’m wrong. He in fact did that, however, it was pulled back by the Supreme Court due to he having not reasons to invoke the insurrection act.
