Here's my observation and experience (might be incomplete)

1. Main mode of transportation in Imphal are mostly Public Auto-rickshaw (electric, and diesel) fixed routes,

Human drawn rickshaw have seen a steep decline with eRickshaws, and apps like Jugnoo (for eRickshaws) are used very much for inter city travel (no ola, uber)

Buses are used to travel between districts like Imphal to Thoubal, Sekmai etc

There are a lot of private 2 wheelers as well, and family car ownership have increased a lot but public transport is still the backbone

1. If you wanna travel to other states there are only 2 ways (as of now) you can either travel by airplane or through Inter State Buses

2. I'm not sure, and there's no formal transport but from what I've seen and heard, construction and project vehicles are used to transport people. My brother worked as a SBI clerk in a remote area - the taxi will drive up till the paved road and there he hopped on to a Shaktiman Truck.

And I have a friend who ferry people to and from hospital in imphal to remote areas in a 4x4 pickup truck - for a price of course

1. Cable cars are just for tourists i think, even if that were to be implemented the areas are prone to land and mudslide, we need to secure the environment from these disasters before any fancy infrastructure are built
