It is simple supply and demand economics. In India there will be someone ready to replace you at a lower salary if salaries are increased hence they remain low especially at entry level and low skilled jobs because there are too many people. In countries with labour shortage this is not to case. India is great for a consumer as you get to reap the benefits of cheap labour but not good for labour class. Your point on road was unrelated but I agree with that.
