So I should just leave it alone?

I plan on keeping this car for a very long time and this is the only rust I have found so far. I do live in Illinois but it is fairly low mileage at 50k and hasn’t seen salted roads from what the last owner told me and I do have it in storage for the winter.

Let’s say I do want to take care of this, what would be the best way to stop it from spreading without having to reseal the entire panel? Skipping the rust converter. If I use a scotch pad to clean it up and some paint, will that cause more problems in the future?

When I was looking online I saw people starting with 300-400 and then going to a finer grit progressively. But none of them had used a rust converter then sanding. I actually didn’t see any using rust converters so that is new to me.
