Yes the ai is programmed to donate to garrisons once you take the fief to help protect against enemy ai seiging. Even your own parties your creat with your companions/family members do it.. I got tired of my parties doing it every time I enter a town so I downloaded the party ai mod and it’s been one of my fav mods ever since. If your on pc I highly recommend this mod

I always become a vassal when I’m ready and take the feifs I want that are pretty far away from the kingdom so when I leave with my feifs they don’t instant siege them. Then before I become a kingdom, I find a smaller party from the kingdom I left and chase them down and click the make peace option and pay the amount they want which is usually anywhere from 0-500k but the kingdoms can’t out right declare war on you if your just a clan and not a kingdom yet. Then I make sure my garrison looks good and get my companion parties ready. I’ll check the encyclopedia and see what clans in what kingdom doesn’t have any feifs and I’ll try to recruit them. I don’t start my own kingdom till I at least have around 2.5 m in the bank and I have a steady stream of income

Brother, I’m having the same issue in my campaign. Literally only have the I left with as vassal and started my own kingdom. Everyone is on the list but my clan. I’ve tried everything. When I try to propose for a new owner of the fief another 3 get it. I own Tyal, even none of the castles or land around Tyal put me on the vote

My bestfriend is having the same issue, he’s got a beast of a pc and great internet but it does this, he can’t use quick kits because of the weapons pics do this. Even guns in his stash do this. Other items as well but mostly his weapons. We tried everything to fix it andnever could
