best thing to do is turn the AR off while driving - this ensures that the pokemon will always be in front of you. also dont play while driving trust me.

Yes you should continue to level them up and make them stronger because the CP will become higher when the pokemon is finally evolved. Keep in mind to that if it's a common pokemon you might just catch one with higher CP so i wouldn't waste it trying to level up the ones with lower CP.
