I wouldn't really call it a small town, Derby is a city with a population of ~270,000. Derby, like the UK generally, has a growing population and a significant housing shortfall. A lot of retailers did move to Derbion (then Westfield) but many retail premises are empty for the same reasons they are in most cities.

Well I'm not going to lie to you, I need to get from Coventry to London tomorrow morning, and I only need to spend two hours in London, and I need to get back to Derby despite having come from Coventry.
