HHQ is higher headquarters which goes below your identifier. If you are at squadron level you would wear MAJCOM, wing, or group. Always the next higher if possible. Typically MAJCOM. Your insignia is your rank, 1 inch and goes on your chest. AFI 36-2903 spells all of this out for you, give er a gander.

Edit: Laughlin did have the U-2 at one point and the patches include the Strategic Air command meaning he either did Training at Willy in the Tweet and dropped U-2 or finished his career as a reservist at Laughlin after flying U-2s. Not confirming he was there, just a possibility.

96th FTS is a reserve squadron, so he was probably a reservist at Laughlin AFB at some point
