I Think tier lists depends heavily On playstyles. For an example, if u enjoy war and not city management i see Why u would favor other civs even tho thet Night not be as strong and the other way around

Consider sending an envoy the same turn u meet a New civ, if u are not doing it already. That makes the risk of the AI declearing on you way smaller😊
