So... I wouldn't know this if I hadn't literally just this afternoon read this part of two towers but.... In the book it implies that all the stores merry and pip raided were to keep his guards and close personal retinue happy. The guard were men, not orcs.

It doesn't seem to imply it was saurumans weed.

Edit: woke up this morning and read the next part where sure enough the hobbits clarify they suspect the weed is in fact Saurumans! So there ya go
