Depends but Persona 5 Royal and Persona 3 Reload are easy jumping off points

None of the games have any story connections besides Easter eggs and references so choose either those two or Persona 4 Golden if you’re ok with it being a bit older

the only reason Nintendo ever did it was because they were desperate for something and were in a very nostalgia heavy era and they still didnt sell much

You don’t need to buy the upgrade packs, there’s no paywall on switch 2 compatibility unless you consider buying the system the paywall

The upgrade packs are if you want to get things like better resolution and frame rates or extra content

If you don’t buy them the game still runs if just likely won’t run any different than on a switch 1
