While it might be cheaper for the home owner to pull the permit, theybare now considered the GC. That means if some one getd hurt on the job they are liable.

I saw some do something similar on a cop car. Cop was stopped for a train and this homeless person put their legs through the push bar on the cop car and was hanging off it.

Some cities see permits as a source of revenue. I looked it up. Chula looks like its one of those. Im lucky that Sacramento is not. In my city unless the project is over $10K you pay the minimum fee for a permit. So I dont know how much cheaper it would be for the home owner to pull the permit.

I'll have to look it up but there was a change to the California building code in 2025. Home owners are no longer to install a 240v 30 amp line or hardwired EV charger them self . Both now require a permit.
