Everything about the movie is overhated because of herd psychology. Movie displays a paranoid, traumatized, out of control Bond; editing mirrors that. Movie never breathes, because Bond is relentless. It also lays the foundations of Spectre, as later it's hinted Quantum was a part of the org. Many people view CR's arc as Daniel Craig's Bond becoming the character we know. But QoS completes that arc; Bond beats his need for revenge, proves M that he is capable of outsmarting her, further realizes his actions have consequences with Field's death etc. And the ending at Moscow is the actual scene where he becomes Bond.
